Anyway, my first thought was that the narrator was the person who had hurt the animals in first place, just because I thought the last line implied s/he knew the animals while they were healthy and happy in first place.
Buut I think Dethyl and JinSung's theories are correct and make more sense!

And yeah, how do you make a disemboweled cat alive again? Use artificial organs. For the legless dog, you know the answer.
Assume that they gain the sufficent amount from donations to do these operations.
