This is a true story. 
It happened a long time ago, so there might be a few details that are not so accurate. 

In Showa 55 (Note: 1980), a group of high school boys were playing Mahjong in an apartment room. 

At one point during the game, one of the boys looked out the window, and saw a woman dancing like crazy, swinging her long, disheveled hair. 

"What!?" He couldn't believe his eyes. 
Because their room was on the second floor, and from where he sat, he could not see the ground.
The woman, in other words, was dancing in midair. 

Soon other boys noticed the woman too, and it caused a commotion among them. 
And then suddenly, the dancing woman flew towards them, and flattened herself against the window.
She was clearly a ghost, all covered in blood. 

Everyone in the room was thrown into a sheer panic. 
Meanwhile, the nextdoor neighbour, on hearing the loud noises, and wondering if those delinquent boys were taking illegal drugs or doing some other mischievous activities, stormed into their room to make complaints. 
And because the neighbour left the door wide open, the ghost got inside too. 

Some of the boys jumped out of the window to get away from the ghost. 
The neighbour collapsed on the floor and was paralyzed on the spot.
He knew immediately who the ghost was. 

The ghost was someone who was stabbed to death by a 11 year-old boy in the room a few years ago. 

One of the boys who ran away from the room reported to the police about the dancing woman, and it created much confusion in the neighbourhood. Next day, the whole incident appeared on a newspaper.

The wife of Hideto Sawada, an office worker, and their three children were found dead in their home in Kamikumi Town, Hachinohe City. *1

Police say that when they entered their apartment, the older sons Sho-kun and Naoya-kun ,13, were found in the playroom, while the wife Mayumi-san, 46, and Akira-kun, the youngest son, 6, were found in the bedroom. 

The autopsy revealed that Sho-kun alone was stabbed in the neck and died from loss of blood. The other three were strangled to death. 

Police suspect that Hideto Sawada is deeply involved in these four murders.

At the age of nine, in 1973, he played with fire and burned down three houses. 

At the age of 11, he stole 50,000 yen from a woman and stabbed her to death.

On 21 December Showa 55, in Hachinohe City, Aomori Prefecture, a boy of 11, *2 who was visiting his aunt at the time, saw a woman (29 year-old and a shop assistant), leave her room in the same apartment building, and broke into the said room. He tried to steal 50,000 yen which was lying on a table, but the woman returned to the room while he was still in there, and seeing the boy with the money yelled "Thief!" 
Upon hearing this, the boy took a knife from the kitchen and stabbed her a few times. 

But because the injured woman still tried to catch the boy, he took another knife from the kitchen and stabbed her more than 20 times until she expired. He ran away but was arrested after he became hungry and returned home. 
Two years previously, this same boy played with matches while in his friend's house and burned down three houses. 
It was reported that he was a shy boy and his grades were average at school.

[Society] "Mother and her three children found dead in Hachinohe, Aomori. Father commits suicide during police questioning." (2007/06/28) 

A mother and her three children were found dead in their home on the first floor of an apartment building by a relative who was visiting them. 
The father Hideto, 43, was missing, but detectives from the Iwate Prefectural Police found him in a car parked on the side of a road. However, during the questioning, Hideto suddenly backed up the car and crushed into the police car. He then slashed his own neck with a knife and started the car again and, in spite of the efforts on the part of the detectives to stop him, plunged off a cliff. The cliff was about 10 metres high and he was confirmed dead soon afterwards.

First of all, I couldn't find anything in the picture :( Now I will be waiting for other comments for the answers.

Mr Sawada is a very disturbed person. In his family's murder case, he was suspected, but not confirmed as the murderer right? If he was the murderer, I wonder what's the trigger that compulsed him to commit the crime.
And wonder why he committed suicide. Maybe he did killed his family and he's laden with grief and guilt. Or maybe he didn't and he realized karma caught him and costed him his family.

Earlier at first, the dancing part actually confused me for a bit. Because what's the significance of the dance?
I love horror movies. And I used to watch a lot of Asean horror movies, especially from Thailand. They were the scariest. And many times in the movies there will be a scene of a lady ghost in traditional getup dancing to a traditional song.
Even if the whole setup was in a modern world. Or if before her death, the ghost was actually a very modern woman. She will still appear as a traditional dancer ghost.

Anyway. I understand why the lot of them chose to jump from the window. That 'dancing' view must have been so sinister and scary.

as for the sad story, it makes wonder what triggered mr. sawata, or if he has murdered other people without the public knowing about it.

"dancing wildly" made me think of a dance someone might do at a club, so it became much more comedic! haha. i think you're right about the death throes though. whole story is creepy.
